DOTS Disability was engaged by Bournemouth Borough Council to consult with disabled people in order to review the content of the Supporting People (SP) Commissioning Strategy [Draft Version 3].
The role of SP services is to continue to play a central role in preventing people from becoming homeless or requiring primary care services, such as hospitals or care homes. It does this by commissioning organisations to deliver a wide range of services, such as supported housing and floating support to individuals in general needs housing.
The SP budget is being reduced/at risk for a number of reasons:
1. Removal of ‘ring fencing’ (the Council can now spend the grant as they choose)
2. Savings being made across the Council (2010)
3. Bournemouth’s SP grant is larger than similar areas
In addition to the above reasons stated in the strategy and summary documents, the group also felt that the presence of a significant underspend could contribute to the idea that the service is currently overfunded.
The group was asked to look at the implications of the strategy for people with physical impairments and mental health issues, with a specific focus on how SP should involve disabled people in further consultations around proposed cuts to services.
The consultation took the form of an initial briefing using PowerPoint followed by discussion on specific questions which had been prepared by the SP team
The focus group took place on 28th May 2010.
